This program, authorized by Chapter 9, Article 2 of the Safe Drinking Water, Clean Water, Watershed Protection, and Flood Protection Act (Proposition 13), provided feasibility study, pilot project, and construction project grants to local public agencies and incorporated mutual water companies. Eligible projects included those designed to provide temporary underground water storage either through in-lieu recharge or direct recharge and subsequent extraction for later use. Eligible project elements included storage, treatment, extraction, and conveyance facilities, as well as recharge ponds, injection wells, and spreading grounds to facilitate recharge.
Between 2001 and 2005, DWR awarded $180 million to 5 feasibility studies, 8 pilot projects, and 27 construction projects. Questions about this program and the projects funded should be sent to GRanTSadmin@water.ca.gov.
