Every year, the Department of Water Resources issues technical bulletins, reports, and other publications and media documenting the measurement, protection, use, and management of California's water resources. This DWR Publications Repository is a partial and growing list of the publications and other media produced and distributed by the Department.

In this list you find a variety of types of publications and other media ranging from print material, to audio and video files. If the publication or other media is available in electronic format, a link will point to the appropriate electronic file. In many cases, publications are only available in hardcopy and cannot be downloaded. A contact phone number and email will be provided for cases where an electronic download is not available.

Description: The purpose of the Central Valley Flood Management Planning (CVFMP) Program is to improve integrated flood management in the Sacramento and San Joaquin Valleys. Legislation passed in 2007 directs the California Department of Water Resources (DWR) to develop three important documents that will guide improvement of integrated flood management: State Plan of Flood Control (SPFC) Descriptive Document; Flood Control System Status Report; and Central Valley Flood Protection Plan (CVFPP). Completion of the SPFC Descriptive Document and the Flood Control System Status Report will contribute to development of the CVFPP along with existing information and new data developed by other FloodSAFE programs and projects.

Description: The Central Valley Flood Management Planning (CVFMP) Program is one of several programs being managed within FloodSAFE California (FloodSAFE). This version updates the maps contained in the June 2009 draft.

Description: The Flood Emergency Action Team convened additional citizen advisory meetings and heard from hundreds of Californians who were most directly affected by the January 1997 floods. This Report (1) summarizes the actions taken as a result of recommendations in FEAT's 30-day report; (2) offers further recommendations for improved flood response and recovery; and (3) suggests a more thorough evaluation of flood management options, including new emphasis on non-structural solutions.

Description: While flooding has always been an unfortunate fact of life in many parts of California, the need for adequate flood management is more critical now than ever before. California’s Central Valley flood control system is deteriorating and, in some places, literally washing away. Furthermore, the Central Valley’s growing population is pushing new housing developments and job centers into areas that are particularly vulnerable to flooding. Yet, in recent years, funding to maintain and upgrade the flood protection infrastructure has sharply declined. Compounding these challenges is a recent court ruling, Paterno v. State of California that held the state liable for flood-related damages caused by a levee failure. Together, these factors have created a ticking time-bomb for flood management in California.

Description: This compressed file contains GIS shape files indicating the boundary of the Sacramento-San Joaquin Valley for the purposes of preparing the 2012 Central Valley Flood Protection Plan and for other efforts to fulfill the requirements of 2007 flood legislation. The boundaries are based on the National Resource Conservation Service watershed definitions approved by the State of California in 2009, DWR’s CalWater 2.2 watershed delineations, and the legal boundaries of the Sacramento-San Joaquin Delta.
